Innovative Projects​​

Georgia DOT is committed to delivering a transportation system focused on innovation, safety, sustainability, and mobility. Georgia DOT utilizes alternative delivery methods such as Design-Build and Public-Private-Partnerships (P3s)​ to deliver some of our state’s much-needed transportation infrastructure.

House Bill (HB) 577 was enacted during the FY 21 Legislative Session, which amended the Georgia Code to allow Alternative Contracting Methods (ACM). Construction Manager/General Contractor (CM/GC) is one of the alternative delivery methods Georgia DOT leverages.​

A project team for a CM/GC project consists of five major components:

  1. An Owner - GDOT
  2. Owner contract with a Designer of Record (DOR)
    1. Procured separately utilizing a Professional Services procurement
  3. Owner contract with a Construction Manager/General Contractor (CM/GC)
    1. Procured separately utilizing a Best Value procurement
      1. Phase 1: Construction Management consulting contract to provide input on the design, costs, constructability, staging, phasing, maintenance of traffic, risk assessment and risk mitigation
      2. Phase 2: General Contracting contract to build the project
  4. Owner contract with Independent Cost Estimator (ICE)
    1. Procured separately utilizing a Professional Services procurement
  5. Owner contract with a Construction Engineering and Inspection (CEI)
    1. Procured separately utilizing a Professional Services procurement procurement
