Locomotive Fuel Tax Program (LFTP)

The Georgia Department of Transportation Division of Intermodal is excited to announce the launch of a new rail funding program designed to bolster Georgia’s rail network by enhancing State investment in freight rail for public benefit. 

The Georgia Locomotive Fuel Tax Program (LFTP) is administered by GDOT, was established under O.C.G.A. §48-8-78, and is tied to criteria established under the Georgia Freight Rail Program, O.C.G.A. 32-2-41.3. LFTP funding is subject to annual appropriations and will be available to the Class 1 and Short Line rail Operators that provide freight service within the state.​

Deadline

The deadline for LFTP applications will be February 1st, 2024.

Process

It is anticipated that funds collected under the Locomotive Fuel Tax will generally be distributed as follows through a grant process in the order listed below:

  • ​​67% of remaining funds shall be distributed to the Class I operators by way of a Memorandum of Agreement upon approval of a project proposal for which the funds will be utilized.
  • 33% of remaining funds shall be distributed among the short line railroads in the state of Georgia, in accordance with the processes set out in the Georgia Freight Railroad Program (the Program) established under O.C.G.A. §32-2-41.3.​
