Competitive Funding Proposal (CFP)

Overview

The Georgia Department of Transportation is administering a Competitive Funding Proposal (CFP) for the Transportation Al​​​ternatives (TA) and Congestion Mitigation and Air Quality Improvement (CMAQ) programs. This process is designed to streamline project intake and evaluation, simplifying the application process for locals seeking federal funding support. ​​​

 

 

Am I Eligible?

The following reference list highlights the minimum criteria in the project selection process. Please review the criteria before proceeding with your application. If you answer no to any of these questions, you should not apply:

  • Is your agency or organization an eligible applicant? (See eligible applicants below.)
  • Is the project type eligible for funding support? (See eligible projects below.)
  • Is the project located in either a CMAQ or TA eligible area? (See map for geographic eligibility.)
  • Do you have at least 20% local match for the project phase for which you are applying for funding support? (You will need to provide supporting documentation.)
  • Is your agency or organization able to cover project expenses as the project progresses and be reimbursed for no more than 80% of eligible project costs as invoices are submitted?​​

Critical Information

The application portal does save application progress, but this ability is limited. Progress is saved if you are completing the application on the same desktop and within the same browser. If your cache is cleared, you may lose the responses you’ve entered to date as well. We recommend utilizing the sample application (included in the resources section) to draft and compile responses. When you are ready to submit, you can simply copy and paste your completed responses into the application portal. ​​​

Who is Eligible?​

Eligible Applicants (t​wo applications allowed per eligible agency/organization):

  • Cities
  • Counties
  • Natural Resources or Public Land Agencies
  • Transit Agencies
  • School Districts, Schools
  • Regional Transportation Authorities (including​ MPO​s)​*
  • Tribal Governments
  • Any other local or regional governmental entity with responsibility for oversight of transportation or recreational trails​​

* Per federal guidance, MPOs in CMAQ eligible areas may apply for funding support for projects in their area. MPOs classified as “small urbanized areas” (population under 200,000) are eligible to apply for TA funding support for projects in their area.​​

  • Intelligent transportation systems
  • Other projects that contribute to congestion mitigation and/or emissions reduction​

  • Pedestrian facilities
  • Bicycle facilities
  • Pedestrian streetscaping projects
  • Safe Routes to School projects​
