No, funds are subject to annual appropriation and not guaranteed every year.

Applicants must demonstrate need; funds are additive and not eligible to replace existing funds. TTFP funds are to be expended for the purposes of funding transit capital projects and to fund those operational costs that are in excess of previously funded projects.

TTFP funds are eligible for the same capital purchases defined by FTA, as listed in the Transit Trust Fund – General Guidelines document.

TTFP funds are additive and not to supplant existing funds. Applicants must demonstrate how funds proposed for operational costs are additive.

EXAMPLE of TTFP Eligible Operational Project based on available Local funds:

XYZ Transit Agency applies to GDOT in FY24 and FY25 for 5311 operating funds – funded at 50% FTA funds:


FY2024 5311 subrecipient application

  • Transit agency has $50,000 available to budget for operating expenses
  • Transit agency’s 5311 application requested $50,000 FTA 5311
  • Resulting contract:
    1. Federal FTA 5311: $50,000
    2. Local Match: $50,000

FY2025 5311 subrecipient application

  • Transit agency again has $50,000 available to budget for operating expenses
  • Transit agency’s county receives a TTFP distribution of $25,000
  • Transit agency’s TTFP application demonstrates the need for the $25,000 by outlining the need and associated cost to increase pay to retain drivers and/or to support transit agency’s costs associated with expanding the hours of transit operations
  • Transit agency adds the TTFP $25,000 to the existing $50,000 budget for a total budget of $75,000 for operating expenses and applies for 5311 funds totaling $75,000
    1. Federal FTA 5311: $75,000
    2. Local Match: $50,000
    3. TTFP Funds: $25,000

    *Disbursed to transit agency/county via TTFP process and used to fund operating expenses.


EXAMPLE of a TTFP Eligible Operational Project - increased availability of FTA Federal program funds due to additional IIJA/BIL funding:

  • Same rule as above applies regarding a transit agency’s ability to request additional funds available due to IIJA/BIL.
    • The transit agency’s TTFP application indicates that the County’s TTFP allocation will be used to increase the transit agency budget, enabling the agency to request additional federal funds that are available due to IIJA/BIL increases in FTA programs via the annual application submitted to the Transit Program for FTA 5311/5307 funds.
