Georgia DOT’s program offices are responsible for assessing risks associated with subawards and monitoring subrecipient activities accordingly to ensure accountability, compliance with program requirements, and achievement of performance goals. The Office of Audits assists in subrecipient monitoring by:
- Reviewing single audits and identifying federal program-related findings
- Verifying GDOT subrecipients are audited as required by 2 CFR §200, Subpart F
- Performing agreed-upon procedures engagements upon request
Requirements
Georgia DOT
As an agency that provides federal funds to local governments and non-profit organizations, Georgia DOT is required to monitor subrecipient activities to ensure that subawards are used for authorized purposes, in compliance with federal laws, regulations, and the terms and conditions of the subaward.
Local Governments & Non-Profit Organizations
Local governments and non-profit organizations that spend federal funds of $750,000 or more during a fiscal year are required to have a federal single audit completed by an independent auditor.
Compliance Review
The Office of Audits reviews single audit reports of subrecipients who have received federal funds through GDOT and who meet the threshold. The Office of Audits identifies audit findings related to GDOT programs and notifies the appropriate office. Program offices issue a management decision for audit findings pertaining to subawards they administer and follow-up to ensure subrecipients take timely and appropriate corrective action.
To verify GDOT’s subrecipients meet federal audit requirements, the Office of Audits
- Compiles subaward expenditures by subrecipient and fiscal period
- Periodically obtains single audit reports from the Federal Audit Clearinghouse (FAC)
- Requests a Single Audit Certification form from subrecipients who have not filed a single audit reporting package with FAC.
