Short Term Congestion Relief
NaviGAtor and Highway Emergency Response Operators (HERO) Expansions
$211 million to expand Georgia's Intelligent Transportation System (NaviGAtor) and Highway Emergency Response Operators (HERO) coverage. This will allow Georgia to safely and efficiently clear traffic incidents that disrupt the flow of traffic and cause delays.
The expansion will also provide the following:
- Traffic control for emergency responders
- Assistance to stranded motorists
- Expansion of peak hour HERO coverage from 164 miles to 286 miles
- 44 additional HERO personnel
With this investment Georgia can reduce peak hour delays by 30%.
Ramp Metering Expansion
A minimum of 119 ramps in the Metro Atlanta area will be evaluated to determine if ramp metering will be affective. Ramp metering controls the flow of cars onto the highways at on-ramps. Implementation of this system can reduce peak hour delays by 7%.
Signal Timing and Synchronization Upgrades
$116 million for optimizing signal timing and synchronization. Approximately 2,500 traffic signals in heavily congested corridors will be synchronized. The operation of nearly 2,000 isolated intersections in metro Atlanta will be optimized. The plan also calls for the upgrading and maintaining of traffic signal equipment and timing for optimal operation efficiency.

- Enhance the entire regional transportation system
- Decrease travel times
- Reduce stops and delays
- Decrease fuel consumption and improve safety and air quality
