The Georgia Multi-Modal Passenger Terminal (MMPT) will bring together various ground and rail transit services in a centralized downtown Atlanta location providing passengers with greater connectivity options to the various transit services that exist today, and will serve as a hub for future transit.

Where will the terminal be located?

The exact location of the terminal is still to be determined, although it will be located in close proximity to MARTA’s Five Points Station in an area known locally as the Gulch.

Why is the MMPT important?

For Georgia to remain competitive in the 21st century economy, a comprehensive approach to transit is vital. Connectivity will affect the entire state in terms of sustainability, quality of life, and economic viability. Locally, the MMPT offers the unprecedented opportunity for “place-making”, the creating of a unique destination that will encourage additional investment, a broader variety of housing, and many more jobs.

What is “NEPA”?

The “National Environmental Policy Act” (NEPA) process analyzes the study area and surrounding environment including cultural resources, ecology, air, noise, archaeology, and hazardous materials. The results of this analysis are then evaluated against the potential impacts of the proposed project. The reporting document weighs the environmental, social, and economic impacts, and the benefits of the project, and suggests strategies for mitigating any undesirable effects. How is the project funded? Will State tax dollars be used? Will it be a part of the Transportation Referendum?

The project will be delivered through a public-private partnership, leveraging private sector funds and utilizing federal grants that have been slated for transit services. Because of the opportunities to leverage these grants and private sector funds for the development and operations of the MMPT, it was not included on the list of projects for either the Transportation Referendum or the Transportation Investment Act (TIA).

What is the schedule?

The first phase of master planning and environmental studies are underway and are expected to conclude in December 2013. Construction of the project could begin as early as the fourth quarter of 2014, depending on the ability to secure funding.

What is the Master Developer’s Role?

The Master Developer will create the master development plan and execute it through multiple phases, including identification of appropriate land use, assistance with securing necessary properties, design and construction of the facility, and its eventual long-term operation. Georgia DOT and the various stakeholders that will be involved with the project will play critical roles in the planning process to ensure that the various transit systems come together and operate as necessary. In this first phase, the Master Developer is engaged for the purpose of creating a plan for creating and implementing the MMPT.

Where can we learn more? How can I get involved?

There will be many opportunities to learn more about the project and participate in the dialogue that will inform the development of the MMPT. Georgia DOT and other representatives will meet with various community groups and organizations throughout the process, and public meetings are tentatively scheduled to begin in March 2012.
