Testing Management Asphalt Plant Quality Control Technician Certification Program, Level 1

The Testing Management Branch administers Level 1 certification examinations for internal and external customers as part of the OMR Technician Certification Program

Purpose

To provide asphalt plant training and administer certification exams to the Quality Control Technician in the performance of Acceptance Sampling & Testing and ensure high quality materials meeting the specifications are incorporated into the work and construction achieves the specified end.

Initial Certification Requirements

  • Part 1: Written Examination (4 hour exam)
  • Part 2: Field Exam to demonstrate proficiency in performance of sampling and testing duties
  • Field Data Collection System User training (FDCS) (4 hours) (Must be taken within the first year of certification)

Re-certification Requirements

The current OMR Technician Certification Program requires re-certification of Level 1 and Level 2 Quality Control Technicians every 3 years.

As of March 1, 2004, written and performance testing requirements for re-certification will be waived if a QCT (Level 1 or Level 2) attends approved training between certification time periods. The requirements will be phased over a three year period. A QCT will be eligible for re-certification without having to retake the written and/or performance examinations after obtaining prerequisite credit hours of training.

The QCT Level 1 and Level 2 training workshops will be offered statewide on a yearly basis for 6 hours credit. Only 6 hours of workshop training is eligible per year. Therefore, the complete 18 hours cannot be gathered in only one year. We encourage each QCT to attend the yearly workshops for a total of 18 hours; however, 6 hours of the training can be from an eligible source. The training workshops for prerequisite credit and training from eligible sources for additional credit are noted in the study guide. A hard copy of the QCT Study Guide 2005 is available.


The written and field examination will be mandatory for all new certification candidates and certified technicians that fail to accumulate the required training hours within the 3 year period prior to certification expiration.

This program is designed to train and certify technicians to properly sample and test common highway construction materials. It is important for employers and industry personnel to understand that these certifications are on a very basic level and do not imply that a technician is qualified to do anything more than sample and/or test materials. That is to say, they are certified to provide data to industry experts who interpret the data and make decisions based on their level of expertise.
