Local Administered Project (LAP)

The Local Administered Project Certification covers uniform practices for authorizing qualified Local Public Agencies (LPA) to manage core activities for Federal-aid funded projects. Georgia DOT assumes the responsibilities of the Secretary of Transportation for all Federal-aid projects. GDOT stewardship includes the responsibility to assure local projects meet or exceed all applicable Federal and State laws, standards and requirements.

The EEO Office and Right-of-Way Office and will offer additional training session in 2015 to help assist the Local Public Agencies (LPAs) in obtaining LAP certification and/or re-certification. The Office of Program Control has coordinated and scheduled the following training:

Course Description

This one day seminar will be conducted by the Georgia DOT in conjunction with Federal Highway Administration (FHWA) to provide two (2) training opportunities in 1 sitting for Local Public Agencies to complete their Local Administered Project (LAP) certification and/or re-certification process It will provide an excellent overview of the State and Federal Regulations as well as help to ensure Federal funding is not lost due to non-compliance. Representatives from local agencies and consultants are invited to attend.

 ‭(Hidden)‬ LAP Certification & Re-Certification

FHWA and Georgia DOT have developed a new and improved LAP Certification and Re-Certification application process. The certification process was revamped to ensure the resource capacity and ability of the Local Public Agency (LPA) to successfully manage, administer and execute the policies and procedures for federal and state compliance. Compliance is needed in order to receive federal funding participation.
