Asphalt Quality Control Technician, Level 1

The Testing Management Branch administers Level 1 certification examinations for internal and external customers as part of the OMR Technician Certification Program.


 

Program Information

This program is designed to provide asphalt plant training and administer certification exams to the Quality Control Technician in the performance of Acceptance Sampling & Testing and ensure high quality materials meeting the specifications are incorporated into the work and construction achieves the specified end.

 Requirements: Certification / Recertification

Certification
Asphalt QCT1 Level 1 : The Testing Management Branch administers Level 1 certification examinations for internal and external customers as part of the OMR Technician Certification Program. This program is designed to provide asphalt plant training and administer certification exams to the Quality Control Technician in the performance of Acceptance Sampling & Testing and ensure high quality materials meeting the specifications are incorporated into the work and construction achieves the specified end. Certification will consist of a written exam and field exam. Certificate will be valid for 3 years.
Recertification
Effective May 1, 2019, revisions were made to the recertification requirements for certified RTT and QCT1 Technicians. Technicians will not be required to have any credit hours to maintain their certifications after successfully passing the written and practical exams and becoming certified. All certified RTT and QCT1 Level 1 Technicians will become active technicians. The Office of Materials and Testing will conduct one refresher class in each one of the seven districts yearly to discuss any specification or testing changes. It is highly recommended that each company with certified technicians have at least one person attend to relay any changes to the company as it will be the sole responsibility of the certified technician to adhere to any updated specifications or testing procedures. Note: In response to FHWA recommendations, Georgia Department of Transportation's Independent Assurance (IA) Program has been modified to a System Basis Program. As such, all active certified RTT and QCT (1 and 2) Technicians are required to participate in the Independent Assurance Program (IA). This will consist of yearly evaluations when scheduled. Active Technicians are those technicians performing sampling and testing as part of the Quality Assurance Acceptance Program as defined in SOP 30. Failure to cooperate or show up for an IA evaluation may result in revocation of a technician's certification. In such case, the technician will be required to be recertified, which will include the written and field portions of the certification examination. Examinations

The written and field examination will be mandatory for all new certification candidates.  Certified technicians that fail to accumulate the required training hours within the 3 year period prior to certification expiration will be required to take the written test and complete an IA evaluation.

 

Independent Assurance (IA) Program

In response to FHWA recommendations, GDOT's Independent Assurance (IA) Program has been modified to a System Basis Program.  As such, all active certified Level 1 and level 2 QCT Technicians are required to participate in the IA Program.  This consists of sampling and testing proficiency evaluations when scheduled by GDOT. 

Any active technician who, for whatever reason, does not have at least one satisfactory IA Evaluation within their three year certification period cannot renew with only training hours or by retaking the written exam and must be completely certified again.  If your certification period is ending and you have not had an IA evaluation, it is recommend that you contact the IA Program at least six months before your expiration date to schedule an evaluation.
